馬總統說不可因兩岸交流懈怠戰備

馬英九總統今天出席三軍將領晉任典禮，他致詞時指出，大陸國台辦主任張志軍來台，顯示在兩岸關係上，負責相關事務官員已經可以正式訪問對方，互稱官銜，有相當程度的進展。但中共對台海軍事部署沒有改變，國軍不能有任何懈怠。要維持防衛固守，有效嚇阻的戰略，維持小而精、小而強、小而巧，追求和平預防戰爭。

國安會秘書長金溥聰，今天也陪同出席典禮，這是他返國接任國安會秘書長以來，首度出席公開場合。
